Hyphens or underscores?
Hyphens. Google recommends them because it reads them as spaces, while underscores join words together. Use underscores only if the rest of your site already does.
What makes a good slug?
It's short and says what the page is about, so people know before they click. Keep the words that describe the page, and leave out dates and numbers that will go out of date.
Can I change a slug after publishing?
Yes, but it breaks every link to the page unless you add a permanent (301) redirect from the old address. It's easier to settle the slug before you publish.
